Immigration services · 8 CFR and state notario laws
The words an immigration practice cannot use.
Seven of these 36 phrases are a single word and its variants: notario. In much of Latin America a notario público is a licensed attorney. In the United States a notary public is not, and advertising as one to a Spanish-speaking audience is a recognised fraud with its own body of state law.
The rest are guaranteed outcomes, claimed government affiliation, and amnesty programmes that do not exist. Below is the full list the engine runs.

Notario
The reason this group exists is not a technicality. The word means “licensed attorney” to the audience most likely to read it, and most states now have a statute addressing exactly that gap. If the person responsible is not an attorney or an EOIR-accredited representative, none of these may appear in any language.

Claiming the government sent you
An advertisement may not suggest it comes from, or is affiliated with, an immigration agency. Being authorised to practise before EOIR is a fact about the representative, and it can be stated as one.

Amnesty that is not open
There is no general amnesty programme. These phrases appear reliably whenever a bill is in the news, and they sell an application fee for relief that does not exist yet.
- new amnesty
- amnesty is open
- amnesty program now open
- apply for amnesty now

Promising an outcome
A green card, a visa, citizenship, asylum, a work permit, a stopped deportation. None of them is in the representative’s gift, and a guarantee is the clearest signal a reader has that something is wrong.

What every piece has to carry
Refusals are half of it. The engine also checks that these are present, and flags a piece missing any of them:
- Whether the person responsible is an attorney or an EOIR-accredited representative
- Contact details for the responsible lawyer or firm
A clean scan is not a compliant piece. Copy with none of the 36 phrases and none of these still fails.
These lists move.
The immigration rulebook held a different number of phrases a month ago. Real estate went from 145 to 167 over three weeks when disability language was added; Reg D went from 31 to 47. When the immigration rulebook changes we will tell you what moved and why, and nothing else.

Why can a notary public not advertise as a notario?
Because the two words mean different things. In much of Latin America a notario público is a licensed attorney with substantial legal authority. A United States notary public is neither, and advertising with the term to a Spanish-speaking audience is a recognised fraud that most states now address by statute.
Can I say I am approved by USCIS?
No. An advertisement may not suggest it comes from, or is affiliated with, an immigration agency. If the responsible person is an attorney or an EOIR-accredited representative, say that instead. It is a fact, and it is the one that matters.
Can I advertise a new amnesty programme?
Not unless one exists and you can name it. These phrases surface whenever immigration legislation is in the news, and they sell fees for relief nobody can file for.
